A Microsoft blog article shows some Workarounds:

"NTE_TEMPORARY_PROFILE" means that a mandatory profile is in use - the Windows CryptoAPI call works if no mandatory profile is in use.

At the customer's side, this workaround is not possible at the moment cause of given Windows Server Settings.
