WvsOpsManagerController: Fix race condition in SE pre-launch logic
Description 
 
A race-condition in the code of the WVS Ops Manager Controller has been discovered that could lead to an incorrect number of pre-launched Service Engine instances.  
The issue has been addressed and the behavior is now as expected.   
 
To benefit from this fix:  
- Update your zenon Software Platform to the latest build of zenon 15 or higher.
