When time synchronization command -T103 - is disabled by flag and IEC60870 Slave does not execute it but responds activation positive (missing P/N bit)

The IEC60870 Slave (Process Gateway/zenon Logic) has a flag to enable/disable time synchronization commands - T103 variable. When this variable value is 0 (disabled) and a client sends activation of command T103, the Slave ignores the command. But the Slave responds the command with activation confirmation (COT=7) without P/N bit – so like in positive case. When the time synchronization is disabled the Slave should response a T103 command - activation confirmation negative - COT=7 with P/N bit =1.
Description
The IEC60870 Slave (Process Gateway/zenon Logic) has a flag to enable/disable time synchronization commands - T103 variable. When this variable value is 0 (disabled) and a client sends activation of command T103, the Slave ignores the command. But the Slave responds the command with activation confirmation (COT=7) without P/N bit – so like in positive case. When the time synchronization is disabled the Slave should response a T103 command - activation confirmation negative - COT=7 with P/N bit =1.
Solution
Now the response - activation confirmation - is negative when the Slave ignores command: disabled by flag or insufficient rights in OS.
