Switch Palette does not work on screen assign to larger frame in WVS

Description

If the screen had higher Width/Height pixels than the frame and Use screen size from frame was disabled, the toggle button for switching the palette did not work in Web Visualization Service.
The issue has been addressed, and palette switching now works reliably in all screen/frame size configurations, as in the Service Engine.
