Time zone information is implemented differently on Windows and Linux based systems. Different standard bias values were returned for CET (standard bias of 3600 and a daylight bias of 7200 (current year)/standard bias of -3600 and a daylight bias of -7200 (current year).

A wrapper provides abstraction for time zone information from system dependent implementation. This wrapper has been improved to return the same result on both systems.
