STLTimeZoneInformation returns bias with wrong sign
Description
Time zone information is implemented differently on Windows and Linux based systems. Different
standard bias values were returned for CET (standard bias of 3600 and a daylight bias of 7200 (current year)/standard
bias of -3600 and a daylight bias of -7200 (current year).
A wrapper provides abstraction for time zone information from system dependent implementation. This wrapper has been improved to return the same result on both systems.
