If a Send Message function is triggered by a limit violation which has no alarm group/class/area linked to it, the Send Message function is suppressed if another alarm group/class/area is suppressed.

An issue has been addressed in the Message Control module where alarm group/class/area with index 0 was added to the list of suppressed alarm group/class/area every time any alarm group/class/area was added. Now, alarms or limits without alarm group/class/area will be sent properly if there is an active suppression of another alarm group/class/area.
Additionally fixed in 7.0 SP0 Build 17
