S7TCP32: optional support for high-precision-timestamps with Alarm_8P

Description

The S7TCP32 driver has been enhanced with optional support for taking over the high-precision timestamp at the alarm 8P variables contained in the associated values provided by certain systems. This feature can be enabled via a new driver configuration option.

The external timestamp is adopted if the received high-precision timestamp is within one year of the current system time. If the received high-precision timestamp is outside this time range, the local system time is used and a DEEPDEBUG log message is generated.
