Driver Simulation Wizard: Simulation project is not createad when there are variables with umlauts

Summary

The Driver Simulation Wizard supported IEC 61131-3 compliant characters (standard letters, numbers, and underscore "_").
Variables with non-ASCII characters weren't encoded with correct codepage.
The wizard did not set „Accept non IEC compliant variable names“ in the simulation project and could not handle special characters in variable names.

Now also the following characters are supported: "Ä", "ä", "Ö", "ö", "Ü", "ü", "-", "/", "\", "[", "]", "!", "$", ".", and space " ".
