DNP3_TG: driver closes unexpectedly on attempt to communicate with UDP communication when an IP address is used containing a leading 0

Description

When using the DNP3_TG driver with UDP and an IP address containing a leading 0 (e.g., 192.168.251.048), the driver closes unexpectedly when establishing communication.
The issue has been addressed and the driver no longer closes unexpectedly. Communication using an IP address containing a leading 0 is not supported.
