VERY URGENT. Zenon for dispatch SCADA station for the oil and gas

We have 3 SCADA system running with Zenon.
The 3 SCADA system are interconnected through fiber optical network. (Hundred kilometers between each SCADA station)
Each SCADA system is a master station connected to a slave IEC60870 or IEC61850 PLC unit.
(This is for an Oild and Gas project, so we cannot used the protocol we wants, but have the choice with DNP3,IEC and Modbus);
The specs required that for the three SCADA, if one of the three SCADA failed, one of the two other SCADA take the control and save all archives data.
