User Control

Dear All,
I am having there are four users as follows in my SCADA.
1. Operator
2. Supervisor
3. Admin
4. Engineer
Admin and Engineer users are having Administrator rights. Both are having user control like changing password and locking users etc.
But Engineer user is having some other permits for doing important Engineering setting.
The problem is if I give the Administrator access to both Admin and Engineer then Admin user can also change the password for Engineer and do the Engineering setting. If I don't give the Administrator access to Admin user, he will unable to do the user control.
So is it possible to hide the Engineer user from Admin user control?
I tried to achieve this by Reaction matrix also. I created a name and I give that name as a password. If I write that name in string entry then the engineering setting will be visible. But I couldn't hide the letters while writing like a password entry. Is it possible to do the String entry like as a Password Entry (Letter should not be visible)?
