Time Control (Zeitsteuerung) ist not working

Hi
We use Time Control (Zeitsteuerung) to check for new alarms every 3 minutes. Today our customer calles me and told me that the alarm check no longer works. When I investigated the reason I found that the functions trigered by Time Control no longer start.
Is there a windows service which needs to run in the background or something like that? Could there be a problem with the system time?
What could ne the reason?
