Problem mit Message Control

Hallo,
zur Inbetriebnahme unseres LAN-GSM-Modems wurde der Runtime-Server von einem Benutzer mit Admin-Rechten betrieben. Der SMS-Versand funktionierte wunderbar.
Dann wurde wieder auf "Normalbetrieb" umgestellt, sprich: der Server läuft von einem Benutzeraccount mit "Standardbenutzer"-Rechten. Mit dem Ergebnis, dass in der CEL zwar noch der 1.Versuch eines Versands protokolliert wird, aber kein Versand erfolgt. - Es folgt auch kein weiterer Eintrag in die CEL, obwohl alle Ereignisse protokolliert werden sollen.
Es zeigt sich dann, dass die Einträge "Provider" und "SMSC" in der MessageControl-Konfiguration weg sind. Sie lassen sich allerdings nicht mal von Hand eintragen!
Erfolgt wieder ein Benutzerwechsel zum Admin, sind alle Einträge wieder da - und die vorher nicht versandten SMS werden versendet!
Da die Runtime im Normalbetrieb von einem "Standardbenutzer" betrieben werden soll, stellt sich mir die Frage: wie bekomme ich diesen Wechsel hin? - Für sachdienliche Hinweise bin ich wie immer dankbar!

Windows Server 2003 Standard
Modem: ConiuGo LAN Modem, betrieben über virtuellen COM-Port von Lantronix
