Polling Analog values each 1 second using DNP3.0 Protocol

Hi,

We need pool Active Power and Frequency from a SEL-735 meter (Schweitzer) using DNP3.0 or other protocol with time stamp.

Our client ask us to save data each 1 second (no by deadband). Could be possible with ZEE using DNP3 or another protocol (IEC61850, SEL FM, C37.118 syncrophasor)?. In this case we need to save the data in the historian for time 00:00:00, 00:00:01, 00:00:02, and so on (we must have change of values each second). Meters and SCADA have IRIG-B signal from a GPS.
