Keyblock Runtime - Win Control panel disappears

Hello,
if the runtime is running with keyblock and the system has a power failure, then after PC restarts the Control panel item on Windows Start disappears.
How can I correct this behavior, that the Control item is shown again ?
Some Windows registry modification ?
Can you send me a registry batch, that correct this ?

The following does not help:
Right-click start, properties, customize, advanced tab, control panel, display as a
link. It should show up in the start menu.
Click Folder Options in Windows Explorer, view tab, scroll down to "Show Control
Panel in My Computer", tick the box.
What else is modified if keyblock Runtime crashes on power failure ?
