How can I produce event for Binary Output in all executions?

As you know when we write value by using the function of send value in the DNP3 protocol (Binary Output), the variable is indicated 1 for successful writing in the Runtime side and it's remained 1 after first execution for all time.
is it possible to produce event in CEL for every time?
