Does "Project_Active" work only with ACTIVE DIRECTORY on?

Does "Project_Active" work only with ACTIVE DIRECTORY on?

It seems that the VBA Method Project_Active doesn't work in my project. Can this be due to the disactivated "Access to Active Directory" field?
