Comma as separator for decimal value

I need to use a comma as separator for decimal value in Report. I created report by Report Generator. I found in help what it's possible.

The following applies in runtime: A decimal value can be entered with a comma as well as with a period as a separator. It is always displayed as a period.

But I coldn't find where I have to change this property in project.
Can you help me? I use v6.51 build14.
