Applying SOE function for unsupported device

According to MODBUS Energy document, the driver supports the SOE function for limited devices and there is one Modbus RTU device in our project that it is not in your entioned list but it can sent spontaneous value and its respective time stamp information to master if receives request, also it has event list that include Event identification number and time stamp.
Fortunately, the programming of device according our application is possible for example defining time format as UTC.
I have three questions about above case please:
1. What is your recommendation for me regarding above device and applying SOE for it?
2. If there is no way for activation SOE for it, Is there other way for assign device time stamp everywhere (CEL,AML,..) in zenon software?
The device support Modbus RTU protocol over serial port but can be connected to Ethernet network with serial server for supporting Modbus TCP/IP.
3. This Modbus TCP/IP protocol is match with your requirement for SOE?
